Develop a method for sending persistently backlogged traffic on the Internet while adapting to link conditions dynamically.
Traffic in the Internet is either elastic or inelastic; either it responds to congestion events, or it does not. This paper considers the problem of congestion control for persistent traffic, or elastic traffic which is perpetually backlogged. We propose Nimbus, a congestion control algorithm for persistent elastic traffic.
